ED3

A plan shaped by the people who live with the network, every day.
Over the next few years, we’ll invest billions of pounds in the power network that will shape how electricity works across your region for a generation. This is your opportunity to influence that investment.
ED3 (Electricity Distribution price control 3) is the investment plan that will guide how local electricity networks operate between 2028 and 2033. It will determine what gets upgraded, how resilient the network is, how ready it is for electric vehicles, heat pumps, renewables and how well it works for the realities of everyday life. That’s why your insight matters now.
Why this matters to you
Over the ED3 period, we’ll invest billions of pounds in the electricity network that serves your homes, businesses and communities. But investment alone isn’t the point. What matters is where it goes, how it’s prioritised, and who it really works for.
This is a critical moment:
- Demand for electricity is rising
- Expectations of reliability are higher
- The energy transition is accelerating
- And the impact of decisions made now will be felt for decades
Getting it right will unlock clean growth, stronger communities and a network that keeps pace with how people actually live and work.

One plan. Bigger capability. Local impact.
SP Electricity North West joined the ScottishPower / Iberdrola group in 2025 and now, for the first time, we’ll be delivering our ED3 business plan jointly with SP Energy Networks under a single, coordinated approach.
What that means for you:
- More expertise behind the scenes
- Greater scale and resilience
- The ability to share learning across regions
Views from North West stakeholders are critical for the plan’s success and we’re making sure that the views of all regions are heard to enable delivery of local plans tailored to local areas.
For more information on the plan and how you can get involved take a look at the joint page we have on the SPEN website below.
