What is Clean Power 2030 (CP30)…

HM Government has an ambition for Great Britain to be supplied with clean power by 2030. National Energy System Operator (NESO) was formally commissioned by the Secretary of State and the Department for Energy Security and Net Zero (DESNZ) to provide independent advice on the pathway towards the 2030 ambition.

In response to this NESO presented their Clean Power 2030 Report to Government which was adapted by Government into the Clean Power 2030 Action Plan. Published by DESNZ in December 2024,

This plan paves the way to a net zero energy network, looking to secure 95% net zero energy generation by 2030 and further developing that plan out to 2035.

This plan has been incorporated into Connections Reform as part of the Strategic Alignment criteria and in doing so has set targets for generation technologies that Connections Reform will look to secure.

The Plan looks to set allocations of desired generation for the nation, split by technology, region and connecting network (Transmission or Distribution).

CP30 is an initial step towards Strategic Spatial Energy Plans (SSEP) and is fundamental to the delivery of a FIRST READY AND NEEDED, FIRST CONNECTED process.

The Allocation tables were updated following the Ofgem review of the main Connections Reform package and their final decision.  The revised tables can be found here.

Initial review is that this change is related to a re-amalgamation of the distribution and transmission allowances for Solar in 2035.
